Earlier, Ladakh had only two districts - Leh and Kargil. The addition of five new districts significantly expands administrative reach and aims to improve governance in remote Himalayan regions with sparse population and difficult terrain. 


Ladakh covers about 86,904 sq km, making it India’s largest Union Territory by area, but it has a very low population of around 2.74 lakh (Census 2011). This geographical imbalance has historically posed governance and service delivery challenges. 


The creation of new districts is part of a decentralisation strategy to bring administration closer to people, especially in border and remote areas. It is expected to enhance implementation of welfare schemes and improve accessibility of public services. 


The proposal for these districts had already received in-principle approval from the Ministry of Home Affairs in August 2024 under Home Minister Amit Shah, highlighting its long-term strategic and administrative planning. 


Strategically, Ladakh shares borders with China and Pakistan, making administrative strengthening crucial for national security, infrastructure development and effective governance in sensitive frontier regions. 


Politically, Ladakh remains a Union Territory without a legislative assembly and has limited representation with only one Member of Parliament. The new districts are expected to improve local participation and administrative efficiency. 


The move also aligns with demands from local populations for better governance, employment opportunities and regional development, while strengthening grassroots administration through decentralised district-level governance.
