The policy formalises a national framework for prevention, response, coordination, and recovery in terrorism-related incidents.
It institutionalises intelligence-sharing mechanisms through existing platforms such as the Multi Agency Centre and strengthens inter-agency coordination between central and state authorities.
The acronym PRAHAAR stands for:
P – Prevention of terror attacks to safeguard citizens and national interests.
R – Response that is swift and proportionate.
A – Aggregation of internal capacities through a whole-of-government approach.
H – Human rights and Rule of Law-based counter-terror processes.
A – Attenuation of enabling factors such as radicalisation and terror financing.
A – Alignment with international counter-terror frameworks and cooperation.
R – Recovery and resilience using a whole-of-society approach.
The policy recognises emerging threats including drone-based attacks, encrypted communications, misuse of social media platforms, dark-web operations, and cryptocurrency financing.
It operates within existing legal provisions such as the Unlawful Activities (Prevention) Act.
